Every time l press settings it says "unfortunately ,com.android.settings has stopped

My front camera is upside down and back camera wont work
Could only use front camera normal with app retrica.
Now it says, camera currently in use by another app so cant use any camera at all.
Can this be solved.
Tried rebooting it. it isnt helping.
