I also have a new Blackview Phone, a BV9900 Pro, and cannot get mobile data, but can connect via WiFi  I am on Virgin Mobile and the check that I have done so far seems to indicate a problem with the Blackview Software,
I have done all the basic checks:
  • Not on airplane mode
  • Receiving 4G – 4-bars full signal
  • Mobile Data turned on
  • Still have data allowance left

And have taken the following actions:
  • Installednew SIMsupplied by Virgin Mobile
  • Texted “ALL” to789922
  • Virgin refreshed  my Profile
  • Restarted multiple times at various intervals (0-mn, 6-hrs, 12:00 on following day)
All the above has achieved nothing, still no data, so I have checked the APN setting.  On my phone which runs Android 9.0 this is via:
Settings – Network & Internet – Mobile Network – Advanced – Access Point Names. Here it says  “Access Point Names are not available for this user”

I assume by this it means that the Phone has no way of knowing where to look how to access data, much like an IP address on a Computer.  Also there is no way that I can manually tell it where to look.  That is assuming that I knew.  Which I assume that Virgin Mobile could tell me.

I have requested help from Blackview but so far have heard nothing yet.  If anyone else could shed more light on this I would be most interested to hear.

Hello, You'd better contact the professional after-sale department: support02@blackview.hk

Problem solved but: -
I did contact Blackview after-sales support via support02@blackview.hk and they replied "Please change sim card, the phone can't support Virgin network."
So basically they say that Blackview phones cannot be used on the Virgin Network that Used EE: one of the biggest network providers in the UK.
Virgin Mobile could not help and said I needed to contact the manufacturer of the phone, Blackview.
This problem seemed to be something to do with APN, so I asked Google what APN (Access Point Name) is and it said: "The Access Point Name (APN) is the name for the settings your phone reads to set up a connection to the gateway between your carrier's cellular network and the public Internet."
So I then Googled: “Access Point Name for Virgin Mobile” – and found: https://lowdown.carphonewarehouse.com/how-to/virgin-mobile-apn-settings/48041/This stated:
  • Here's how to manually add the Virgin mobile internet settings on an Android phone.
    • Open Settings from the Home screen.
    • Tap Wireless and networks or More (this depends on your Android version). – Followed (Settings – Network & Internet) for Android 9.0
    • Tap Mobile networks > Advanced > Access point names.
    • Tap the Menu button (this could be the lower-left soft key, 3 dots in the top right corner, or the word 'more').
    • Tap New APN.
    • Type the following:
      • Name: Virgin Internet
      • APN: goto.virginmobile.uk
      • Username: user
      • MMSC: http://mms.virginmobile.co.uk:8002
      • MMS Proxy: 193.30.166.2
      • MMS Port: 8080
      • Authentication Type: PAP. If you're given a choice of APN types, select internet+mms, or if the keyboard appears, the * symbol.
    • Tap Menu > Save.
    • Pick the name we've just created.
I Broadly followed the above instructions and got access to Virgin Internet.  I now have data - Problem solved thanks to Carphone Warehouse.
The interesting thing is that many people have experienced this problem, but neither Virgin Mobile nor Blackview could help but instead pointed to the other.
In the end it looks like you carrier, in my case Virgin Mobile needs to be able to talk me through this, since it entering their details into the Android OS

Well yes.
Every operator has it's own APN, which I think is automatically configured, or the provider has it somewhere on their web site. Even some have it configured by their employees...
For example: The operator that I'm on, has all sorts of configurations on their website, but it is hidden and hard to get to it if you don't know what you're looking for...
