It seems some app is turning on my GPS automatically, to prevent this i just disabled all admin apps en all permissions to the GPS.
bud the icon on the "quick menu" (pulling down from the top of the phone) is still turning on green.

Even when i have reset the phone to factory settings and use less apps as possible it's still turning on.

I would like to find out who's turning on the GPS, and finally prevent this "app" to do so without knowing why.

Could you record the time when some app turn on the GPS?  
Then go to the dial interface and dial "*#87#" and find a file "MTKLOG". 
We need this file to analyze where the problem occurs. You can send it to our after-sales email.
