Texting pictures

I have AT&T and I can't send or recieve any pictures in texting. Everything else works great. I called AT&T, but they have no idea. Any help would be most appreciated.

As I know, if you want to send or recieve any pictures in texting in China, you should consult telecom operators to start related services. 
Or I suggest you to use other APP to recieve or send pictures.
