Why the bad camera (compared to former models)?

The BV8000 Pro can take photos in 16:9 with native 16 MP. The 9700 Pro only with 9 MP - for 16 MP you have to take photos in 4:3 - why does a newer and more expensive model have such a bad camera? Also the light exposure is more bad than the BV8000 Pro.

And what exactly does the second camera lens do?
