I can not tell you why it could not been fixed until now. And I can not help you with this file.
Maybe flash an older version and update to 20161226 OTA or by local file.

This GPS time error is annoying, but embarrassing for me because I recommended your otherwise excellent phone to many in our sporting community of hang gliding.
We are using phones to track our position as we fly.
In competitions, if it works well we are scored as we fly. If it doesn't work we don't get scored until we manage to return to the scoring room.
But we are all scored as cheating by starting one hour before the official race start!
And I most embarrassed because a dozen or more British friends bought this phone and also some in Holland, Norway, Australia even...
So briefly I had the right gps UTC time before android 7, then got it right again after a factory reset, but then it went bad again. GPS calculated UTC time is one hour ahead of UTC.
Has anyone managed to find a solution?

For me, the solution was only rollback to Android 6 :evil: with all the downgrade problems ... but now GPS time is OK !
I have tested many options without success on all ROMs android 7 !
I'm tired to repair this phone (hardware = screen, microphone, speaker and software = many flashes because many bugs for all versions)
Sure, it's my first and last Blackview phone ...

I found a little workaround for this issue:

It seem to be a bug with summertime calculation in Android 7 for many devices with Mediatek Chipset. You can "solve" it by choosing an other timezone with the same offset but without summertime. For example if your setting is "Amsterdam GMT+02:00 Central European Summertime" you can change it to "Kairo GMT+02:00 East European Time". Caution: I guess with this setting your device may not change to wintertime automatic. So maybe you should wait with this workaround-setting until next years time change.

that actually works, thanks. I am not a big fan of workarounds, but in this case it was worth trying it, as it does not greatly affect other things.
