I just went back to 20171114 version. I can't go any further, since flashing a version older than that one would brick the phone. I've noticed the same behaviour.

I'm not sure whether this is a hardware issue, because I've tried an app which tests the various parts of the phone and the vibration test works all the time, but then I find the same behaviour on the capacitive buttons

Sorry to say that, but if the problem persists after a firmware downgrade + factory reset, it really looks like an hardware fault.
You should contact your selller for a replacement under warranty. Hardware faults can happen, also if they're annoying as hell.

This definitely ain't a hardware fault. Every system test app I've tried is able to activate the vibration, but there's something inside the firmware or the kernel that puts vibration to sleep for time to time, and apparently it will only wake up when there's new activity on the screen or the capacitive buttons

Considering that:

1) You rolled back to a previous working firmware and performed a factory reset aftet that, but the issue still persist.
2) The issue is not reproducible in any other device.
3) Nobody else with the same firmware got this issue.

I can't see any other solution than contacting your seller for a replacement.

Back on this one.

Sorry for being to stubborn, but now I'm sure this is a 100% software issue and not hardware, o it's not solved yet.

I've noticed that if I have the phone on vibrate mode, the vibration always works. I get vibration on every touch of the capacitive buttons, and also every time I unlock with my finger or type on the keyboard (which I have set up to vibrate on every key press). If I change back to normal mode, vibration becomes erratic again.

I've tested vibration on the test menu you get after dialing *#87# and it works every time I test, so I guess there must be something interfering with vibration while on normal mode.

I also tested after a factory reset and with none of my usual apps installed yet. The result was the same. I'm using 20180124 firmware

Don't worry, we are here to try to fix problems! ;)

Thanks for your detailed feedback, but a software bug shouldn't survive to firmware downgrades, and also should be reported by many other users.
Your issue in definitely uncommon, not confirmed by other users. It survived to factory resets, firmware upgrades and downgrades.
It can't be anything else that an hardware fault.
Sorry but i can't do anything more at the moment apart from suggesting what i stated before: to contact your seller for a replacement under warranty.

You're gonna hate me...

Just for the record, I just installed an app called VibeOnKey (no root required), which lets you fine tune the vibration on menu, home and back button presses (enabling and disabling, duration, etc) and it fixed my issue, so now my phone vibrates every time I press one of the capacitive buttons. As far as I know, hardware issues don't usually get solved via software fixes or third party apps.

Anyway, this is fixed at least in my case. In case anyone finds the same issue, we now have a workaround for it.
