Phone calls not received- Australia

I have recently bought the Blackview BV5000 however i am having the same problems as quite a few other people.
I am not able to receive calls, i have received a call once in the time that i have had my phone, the rest of the time it either goes to messagebank (voicemail) or a get nothing happens at all.
I have also started to have massive delays in the delivery of text messages, often times they will come hours after they were sent by the sender.
I am in Australia running on the Telstra network, they have been nothing but reliable for me in the past with previous mobile phones so it must be a problem with either the phone or sim card.
