Connections not working

Hi,
i bought a BV5000 dual sim and i have issues with the Connections.
It shows a full signalbar and 4G at the top, and mobile data and everything is enabled in the settings, i can dial out but noone can call me and i cannot connect to the internet.
I can however connect to the internet via wifi.
I tried several simcards and i tried those also in another phone. I tried dual-sim and just one sim.
The GPS connection also hardly works, while other phones nearby can perfectly use GPS.
I even flashed the newest Android 6 ROM from this Forum and it still doesnt work.
Can you help me?
