Recognition of the phone in France for the use of 4g

Hello, I present you my problem:
My operator does not recognize my bv5000 BlackView because it was not declared to the GSMA. Because of that, even if my phone is compatible 4g, than my operator recognizes it as 4g, I can only use 3GB of data per month instead of the expected 50GB. My question is: count you declare all your models of phones at the GSMA?
