Got this phone 4-5 days ago with a lot of expectations. The least I can say is that I'm really disappointed.

Emails : Installed Blackberry Hub+ Inbox for my several emails. Added my emails and everything was working until I restarted the phone. After a restart, it will not get new emails nor notify. When I go into the app and force a refresh, it will sometimes get new emails but will not notify of new emails after. I tried changing many many parameters (battery optimisation, cache, white list, etc...) and it doen't change a thing.

So I hard reset the phone and tried Outlook. On the first time, when adding my email accounts, I got a never ending wheel of wait with nothing happening. After a phone restart, I got the app semi-working. Doesn't notify of new emails and will give new emails when I go into the app sometimes.

So I hard reset the phone again and tried using the pre-installed Gmail app. Added all email accounts and sometimes got notifications, not everytime. Restarted the phone and after, no notifications at all and needed to go into the app to make a refresh to get emails.

Wunderground : Installed the app and it works but for the widget. I can put my widget on the home screen and will work until a phone restart. After, the widget comes back dead without any informations on it.

The only app that seems to work ok and after restart is messenger. It will notify ok. So I tried to adjust settings of other apps with the messenger app but didn't repair anything for other apps.

I did about 6 hard resets and all the problems remain. For me, Android 10 on this phone is broken. Did Blackview tested it to be stable?

I really like the phone itself but since I cannot uyse basc things as emails, it's useless.

I'm sorry to say I have the exact same experience. Blackberry Hub+ inbox is my go-to email handler, doesn't get mails. tried outlook, same outcome. And yes - whitelisted apps go to sleep so I fail to get other notifications. My BV9900 pro now sits on my desk awaiting a STABLE fully functioning OS. BTW this is on Android 9. I tried 10 and that was even worse so reflashed back to 9 under blackview tech instructions..

It looks like I have the same problem. Sometimes the phone works fine, but often it loses the internet connection, or has none at all. 
I noticed that when there is no internet connection, it has acquired an IPV6 address, but not an IP4 address.
Also, when moving between different access points connected in a mesh network it doesn't switch over seamlessly.
Sporadically there is some internet communication via the GSM network and that gives it an unstable feel.
It seems to me that all these issues are related, and the networking in an IPV6 environment is not working correctly. I will try to disable IPV6 on my local network to see if that helps any.
