BV9900 Pro in bootloop

Good day
    My 2 or so month old Blackview BV9900 Pro has got into a bootloop. Plugged in the Android logo is shown, a few seconds later the red LED turns off and then the device restarts.

I've attempted to use recovery mode and fast boot mode, but I get the same results.

I have not attempted to root the device, nor have I dropped it or submerged it. 

Does anyone have any suggestions?

But that is an odd question for a waterproof phone.

my blackview bv9900 pro was blocked due i couldnt homologatet it  ...I need change the imei to be able use it help me please

Hello, Here I can't put the file and I just need to send the solutions to you via email, can you understand?

Hello, Chris, You can enter *#*#8688#*#* on the dial interface to modify

i did this and i have modify the meid i just need change the imei since my telephone operator was blocked me.
please help me..
