BV9900 Continually Syncing SIM Contacts when travelling US

When I travel to the US from Canada and am roaming my mobile data connection rapidly flips on and off, I receive a notification about "Syncing SIM contacts" and becomes generally in operable. Is this because of a mismatch between network type? What can I do to resolve it?
