Temperature and humidity sensor not working

Hi, my temp sensor is stuck to 22 degrees and humidity to 47%... I even tested it in the fridge, it's Always the same values...
Is it hardware or software problem?

After the test application is opened, it takes 15 minutes to stabilize. During the test, do not block the sensor.
