Bv9800 won't connect to mobile data

Hi I recently purchased the Bv 9800 and while I really like the phone it's not connecting to my mobile data it does show that I have 4G and the HD is on I've done all the simple things I can think of but I'm pretty sure I need to change my APN and don't see it in my settings

Put the SIM card on another mobile phone card, check the APN parameters of other mobile phones, add the APN parameters to the 9800, and then restart the mobile phone.
How to change APN parameters: phone settings-network&internet-mobile network-advanced-Click APN-edit vpn profile.

I do not have such a setting I click network & internet then advance it's not there
