I would like the blackview team to implement this security feature in which one can't shutdown or restart the phone without unlocking the same. It's very important function in case the mobile is lost or stolen the finder should not be able to shut it off. If it's shut off instantly then one can't find the device easily

Use GravityBox if You have rooted, it allow to disable power menu on lockscreen. It works if You have magisk and edXposed module installed via Magisk.
Alternatively, You can use Cerberus app (best anti-theft/anti-lost app I know), it also has this function, but it does not work so well and I think You need roots as well.

Use cerberus app or gravity box, if rooted. It allows to disable power menu on lock screen. No way to shut down Your phone. If the bad guy holds power button long eniugh, it will reboot, but not shutdown.
