But this forum is for BV9800, NOT for bv9900. Is the Android 10 going to get to BV9800 too?

To be able to install a offline update, the system is searching for a zip file. The provided file is a .tar.gz so this can not be installed via 
System > Advanced > About phone > Wireless Update > Local updates 
Any tips on how to install this?

Hello, We don't suggest that update the phone to android 10, because the software is not stable right now after some users updated it and feedback some questions to us, our engineer is checking.Please keep your phone on android 9.

Good day. Sorry to tell you that the BV9800 series is not planning to update anymore.

I have bought a €400 phone from Blackview earlier this year and it is for the bin! Our company will discontinue the support for Android phones with version 9 as of next month! I only bought Blackview with the promise that the update to Android 10 is pending! And it was "announce" from the very beginning! 
I had a rugged Blackview a while back which broke on the first fall. Buying the BV9800 Pro was a big leap of faith and now you are telling me, you do not deliver on what you promised when I bought this phone? 
I swear, I will never buy Blackview again and do anything in my power to warn other people from your behavior!
