Extremely slow mobile internet BV9600

Hello. My new BV9600 arrived two days ago. The phone shows a connection to 3G or 4G but compared to my BV6000 is extremely slow mobile internet, it is not possible to watch Youtube or listen to internet radio, regardless of whether it is 3G or 4G. I've probably tried everything (I've checked the Accsess point settings, change the SIM card, restore factory settings, change the preferred network). The same SIM works perfectly on BV6000. On Wifi it is perfect.
The second thing is the charger I received is 5V 1A and it should be 9V 2A. The packaging looked originally sealed.
Can you help me please?

The charger is 9V 2A.
