can 9700 be rooted 
has anyone twrp for it ?
without rooting call recording is not working

You don't need TWRP to root. The stock boot image is available. Unlock the bootloader (everything will be erased), install Magisk, patch the boot image, and flash it.

I saved the last OTA update and copied it out of that. But you will probably find all you need here:
