I am thinking if it's not because of the Android 9 Eco-mode?
I discovered on my mobile, since Android 9 a lot of programs and services are in sleeping mode to prevent the battery draining...
It means the GPS is deactivated. We can say congratulations to the Android developers.

I saw it somewhere for sale with Pie. 
It was maybe a mistake.

I don't remember to be honest... It was maybe a rooted mobile with a new firmware.
