Using my usb tester the phone will only draw upto 9v max with around 1.9a.

This no fast charge is irrespective of battery level even down to 3%.

Is there a software enablement because I cant find it?

I have tried the factory supplied and various quality cables including a short 15cm high current used for my powerbank.

Hi there, if you are using the original charger and cable, from about 20% to 90% the phone will fast charge.
Confirming that, you'll find "fast charge" written in the lock screen after few minutes.
Be sure that the USB cable is firmly and deeply insered into the phone and charger. If not insered properly the phone may charge anyway, but not fast charge.
The phone uses the Mediatek Pump Express fast charge protocol. Don't rely on USB charger meters\testers, expecially if not professional ones.
