SMS bv 9500

So I'm having issues not receiving SMS messages. Even changed carriers to see if it would help. No go. Still noda. Any ideas? Iv factory reset my phone with still no luck.

Hi there, it looks like an issue with your carrier. You'll have to contact it to get the proper configuration.
What carriers are you using and in wich country? 
Can you make/receive calls and use the mobile network to surf the web?

Yes I can use the entire phone except receive SMS or MMS. I changed carriers hoping it would help. But to no avail. Once in a while they will all flood in but nothing on time. All my settings are correct. I can even send SMS to other people. I'm on AT&T in the USA. I'll hit up tech support again but the last guy was no help.

ATT usa but the rest of the phone works fine. I even stitched provider to see if it would help. New sim and the hole shebang. This I thought would at least push messages through if it was the provider wouldn't it? Iv gone through all the settings and everything looks right but I'll get ahold of them when they open

You should ask AT&T to help you with your issue, there's nothing we can do from here at the moment!
You can call and receive calls, send SMSs and surf the net. Your phone is working correctly, but your phone carrier is the one who has to fix the fact that you can't receive SMSs.

Admin is right: it's an AT&T (read: AT&T-service-related) issue as the other features are working. But there's a small chance you might be able to finagle a fix on your own.

I assume the AT&T support provided you with the correct APNs to use. But if they were of no help as I understood your post to express, perhaps they didn't. T-Mobile has always been quick to do this and even post theirs on their support site, so maybe AT&T do as well.

Unfortunately I haven't time to research this much to help you, but this site looked promising at a glance from a duckduckgo search:

If the APN settings are correct, perhaps you can try a different messaging app. There are multiple apps that use the phone's built-in SMS/MMS system via the APNs' API.

Alternatively, it may be that there is some form of energy savings setting that is causing the phone to sync inbound messages on a slow schedule, say maybe every hour or three. I'm not sure if such a setting exists in these phones as I haven't played with such setting, but perhaps you've found it and didn't realize it got changed? (I'm grasping at straws for this last one.)
