If you connect a computer to the hotspot, then in the command prompt on that computer run the command "ipconfig /all" (be sure to use the correct slash), what does it say? Copy-and-paste would be best but a photo of the screen (taken without flash) would work as long as it's in focus.

The problem seems like either a bad default route or no DNS but since you specifically said you couldn't ping IP addresses I'm assuming you were pinging specific dotted decimal IP addresses and not hostnames, which would eliminate DNS as the culprit.

If we can get this info to Admin, he can get it to the tech team and they can more quickly patch a solution.

I've tried pinging both web addresses such as www.google.com and dotted IP addresses without success.

See above...

May seem basic but we need to make sure that the configuration the hotspot is passing to the computer via its DHCP is correct. Also need to make sure the "Default Gateway" address is in fact the one your phone has on its WiFi (if possible to see that). Finally we need to see if the computer can ping this "Default Gateway" address.

Sorry if you've already done this, but you don't say which dotted IP addresses you pinged (i.e. public Internet address versus local LAN address, etc).

So, I've been pretty busy with work and haven't had a chance to test ipconfig. I had thought my first post covered this, but maybe I forgot.
All internal network IPs can be pinged, and indeed network shared drives even work. The internal IP for the gateway can be pinged, but not the external IP address for the gateway. No internet web addresses or IP addresses can be pinged.

Well, the first post said it connected to the computer but the Internet didn't work, but in my experience with IT work that means different things to different people. I was just trying to be specific enough to put the nail in the correct coffin.

Definitely, if multiple devices connecting to your phone's hotspot are able to communicate between themselves over that network, then the WiFi part of the configuration is good on both ends.

Problem could still be bad default gateway. Even with the wrong address for gateway, the devices would still be able to communicate between themselves because they're all on the same network segment. So we still need to check that to be sure. If it proves to be the wrong address being used for gateway, it would be simple (though time-consuming) to reconfigure all the devices to manually assign this. Still a bug that would need to be fixed but at least we'd know exactly what to send to the BV Tech team.

If the gateway address setting proves to be correct, then either the phone isn't routing the traffic (perhaps like a firewall setting is misconfigured) or the service provider can detect you're using the phone as a hotspot and is blocking it. Of course the first one is a BV problem to fix, the second one, well, not so much.

But I think once we get the default gateway address from a connected device, compare it to the phone's address, and see that they're not the same, Admin should be able to forward it along to tech. At the same time, if this is the case, a workaround could be manual config on the connected device

Then again if the gateway address on the connected device matches the phone's address, and the phone is pingable from the device, while it could be an issue in the phone it still could be the provider (even if they allow hotspot use, some have been known to have misconfigurations on their end in the past).

This is the extent of my experience with the subject. I hope it's helped in some way even if I'm telling you stuff you already know (then again, maybe it helps someone else). Good luck!

It has already been a prudential time to have an official response and a solution. 

It has not happened yet, when will we have the solution? some of us need this to work correctl

Issue has been already sent to the tech team for a fix. You must wait a little more.

Dear gentlemen. The solution for the hotspot issue is as follows:
The culprit: "APN Type" setting. Carrier's auto-config set it to "default", while on the Nexus4 that field was empty since it didn't support auto-config via a text message, I had manually set it up.

Basically. "APN Type"
"default" = tethering not working
"default,dun" = works
"" (empty) = works
'Mobile virtual network operator type' switching it from nothing to 'IMSI' did the trick!

Therefore, the problem wasn't in the BV9500 Pro itself but in the APN configuration. It would be wise to use additional/optional DNS servers in the computer connection such as 8.8.8.8, 8.8.4.4, 1.1.1.1 to bypass any DNS conflict.

I have triple checked and tested this solution before posting it.
