I have similar behaviour: sometimes it is charging fast, sometimes very slowly. I cannot see some logic. A restart won't fix the slow charging. After 1-2 days again the charging is fast. The battery still drains very fast. Normally I got 2+ days with Android 7 and now it won't last 24 hours. 
Also - I got two times up to now a message that battery is overheating when the phone was charging "slowly". I unplugged the charger immediately and really the phone was hot. 

Same troubles. And after two charging attempts, I've noticed the following: First time I was charging the battery on OREO with the powered off phone the day before yesterday, it was unusually slow, but it finally reached 100% by yesterday morning. I turned on the phone, checked the time, and turned it off again. In a two hours, I've turned it on back, and it showed ONLY 68% of charge. I wrote about this issue in a different thread. After that, I've charged the phone up to 100% while it was already ON, and continued to use it. Yesterday evening  I've turned it off again - the charge level at that moment was 91%. When I turned it ON today's morning, the charge level !!!!! was already 60% !!!!!!! So, it lost 31% of charge somewhere....... The alarm also didin't started, and I almost missed the train.  I think this is a really critical issue. Actually, the problems with alarm happened also on 7.0, but rarely.

is not for putting pressure but for when the correction of errors came the battery problems if they are somewhat alarming and they become annoying when using the terminal the load is very slow no matter which charger is used this will be at 5v and less than 1a and on the other hand it is downloaded very fast for a phone of these benefits

Have made another test today: I did NOT turn the phone OFF overnight, and just switched it into the FLIGHT mode. Result is very nice - it took only 1% of battery charge for almost 11 hours of standby. So now I can conclude, that in my case, the phone drains the battery ONLY when it IS SWITCHED OFF. While it is operating in the normal conditions, there is no fast drain effected I could notice. May be there is a problem with main app. or any other, which is not able to close normally under the power off conditions, and it is continuing to run and intensive waste the battery. Will try today to make the second factory reset, may be it helps. 

This is my second most recent post: the first one has not been published....Whatever.....As I stated before my bv 8000 drains fast and charges slowly. In addition, are enough 20 minutes talking on Skype to cook an egg on it.....Fed up??? Yes, of course....

Some more observations: I was unable to use fast charging for a few days and then it worked after the battery level dropped below 15%. It charged pretty fast to about 60%, but when I unplugged it from the charger and replugged it again the charging was slow again. I hope this helps.

I've made the second factory reset (now from the running OS menu). Looks like the fast charging came back, however, in this time I've used the original Blackview charger - may be this is a reason. But unfortunately, the problem with the battery drain while the phone is switched OFF is remaining. At this time the phone wasted 32% of charge during 10 hours of being switched OFF overnight,  from 86% at the turn off moment to 54% at the start up. (phone with Russian localization).
