[TRACKED] "application error" in Russian and Ukrainian localizations on Oreo

if you go to settings / system / developer options / memory
then the system "settings" applications fail with an error.
this error is observed only in the localization of Russia and Ukraine
If you switch the language of the system to English, then there is no such problem.
