Just bought a Blackview BV9000, not the Pro version, and I have never seen an adaptor with these two prongs instead of a power outlet plug-in. How do I use this thing?

It's come to my attention that the adapter is a European adapter, which come with two prongs. As I live in North America, our adapters come with two flat-end prongs instead. So, when I finally settle on a BlackView phone that works with US Cellular carriers, I can buy a European to US prong-adapter such as this one, to plug it into my surge-protector:
