Stuck in Setup Wizard loop, can't enable USB Debugging

This has happened to a few other people as well, I'm stuck in the Setup Wizard since it just keeps crashing. I cannot skip it, every option just leads to it crashing (at least with no SIM inserted). Maybe I would be able to skip it if I could reset it to factory settings, but that seems to be impossible since USB debugging needs to be on in order to do that from ADB, and for the same reason I can't flash the update either.
The device is the FHD+ version.

please try to do as follows:
disable all the wi-fi connections in the radius of the phone (because from the phone the wi-fi can not be disconnected), skip the procedure for the SIM, at this point it will ask you if you want to continue without connections and yes, do not enter the name and surname to give the phone a name, accept the Google / Android agreements, at this point the phone will be activated, no update is necessary via OTA if you have the BV9000 PRO-F phone (full HD version).
