Because OTA updates always behave like that.
Not every user get them, and not every user get them at the same time.
Flashing is always the best method to update phones, in my opinion.

you speak so beautifully, so why not put the update under the SP Flash Tool?
why it is not on the forum?

My S8 said OTA Update for 20180122-1757 Available! So I tried the update. It said "Failed". Now the update is no longer available. That is probably a fallback feature of the OTA system. Will there be a new OTA deployed?

Perform a factory reset and try to start the update again

I did a factory reset, and still, 2018 is not available. I have 1.0-20171102_20171215-1210 and it says it is currently up to date. How can I get the new ROM?

OTA updates behave like that, unfortunately.
Just wait few other days and continue checking.
