Not every user get them, and not every user get them at the same time.

Flashing is always the best method to update phones, in my opinion.

My S8 said OTA Update for 20180122-1757 Available! So I tried the update. It said "Failed". Now the update is no longer available. That is probably a fallback feature of the OTA system. Will there be a new OTA deployed?

OTA updates behave like that, unfortunately.
Just wait few other days and continue checking.
