I have this problem, that the phone only starts chargin after restarting with the charging cable attached. The charging cable is the original cable from Blackview. The phone is updated to the newest version.

To rule out if this is a software or an hardware issue you'll have to perform a factory reset from the recovery menu, as showed here:
