I can confirm this is a real possibility. Here in France, the "Free Mobile" carrier require your IMEI to be registered in their database for you to have LTE. All the phones they sell are ok (obviously...) but some not-so-mainstream phones (like BV or others) do not. They don't tell you how to get your IMEI registered or if it is even possible, so the easiest way is to change carrier.
TL;DR : It's a moronic carrier thing, not BV's fault !
I would have liked to know that earlier myself, so let this fact be known
