Having problems with 'data' connection in Suzhou, PRC.

Only connecting with 'E', or 'EE' - and no 3g or 4g connection. I know the sim card supports 3g for sure, as it worked on previous phone (not sure about 4g, however I assume this is supported too).

Is there anything I can do to connect 'data' to 3g or 4g in mainland China?
