It sounds accordingly to BV support that Wifi calls for BV9900PRO running android 10 is not  available and that I have to flash the phone to android 9.
Is this right ? strange
 

Does this apply to ALL Android 10 users on the BV9990Pro?

I updated to Android 10 but I can still see the VoLTE icon on the notification bar - does that mean that WiFi calls are working in my case?

On my BV6300 with Android 10 the WiFi Call option still exists (also see Google Android help center Wi-Fi Calls). But it also says that the option is not visible when the mobile provider does not support the feature. 
You can find the setting under Network & Internet -> Mobile Network -> Extended Settings, too.
And sometimes a reboot of the mobile device helps to get the WiFi-Call connection back running,.
