I would recommend you to reset it.

Turn off your phone and wait untill its copletely off (it will vibrate once).
Enter the recovery mode by keeping the Power and Vol-Up buttons pressed until the phone turns on.
The Blackview logo will show up and then you will see a green Android. Next step is a little bit tricky because you need to press a combination of buttons to enter the recovery (its like a password to avoid idiots from entering it).

Hit and release the following buttons in this order while you keep the power button pressed (you need to do it quick in a liquid motion).

Vol-Up
Vol-Down
Vol-Up

After you entered the recovery you can navigate with the volume buttons and enter with the power button.
You can do a backup in here as well that you can recover later (this might bring back the issues).

Wipe the cache and do a factory reset to see if this will solve your problem.
If not I would recommend you to reflash the rom, maybe something went wrong during the manufacturing process.

The rom is the software running on your phone, simmilar to Windows or Macintosh on a Pc.
The process of installation is called "flashing".
