my BV6000 is running 20161216 ROM, can I download and install via local update 20170517 ROM or I have to download all updates between them and install the whole sequence of updates?

For local file updates it's better to do it one by one. Some versions are reported to don't work by local file.
Flashing over PC is possible directly to any version.

I haven't been able to install any local update, but I successfully flashed 20170517 and then updated device via OTA.
