Is Attaching a File restricted in Android 7.0

After updating to Android 7.0 I have an issue with attaching files&browsing folders.
I am using a web page that has a function to upload file(gpx files on my case). With Android 6 I was able to choose a folder and a gpx file. Now on Android 7 I am not able to choose a folder, but using only predefined Images, videos, Recently used and music classes. And even when copying the gpx file into these folders the file is not shown. I tested also Gmail and trying to attach a file to the email had the same restrictions. I also tried to add permissions through Settings/Apps/(app itself)/Permissions/Storage, but no help.

This is probably an Android "feature" to improve security. How to go around the limitation and return to the Android 6 approach that allowed to choose folder and gpx files?
