Sim card recognized, but not working

Hi,
I have 2 sim card from different countries in my phone. Both are recognised, and I can access data stored on them. However, my German sim card can not be used to make calls or send messages. When I put the same sim card in another phone everything works just fine.
Could this be a software problem or maybe just some problem with the settings, maybe connected to roaming?!
I already did one update to version BV6000_Blackview_V01_20160704, but nothing has changed.
Any help and suggestions would be greatly appreciated.
