GPS problem

In my bv2000s gps is not working at all.
GPS Test application shows no satelites at all. When internet connection is on, it can see 10-12 satellites, but signal is 0 and no fix.
Is it an software issue or hardware failure?
soft is V0.8_20160113

Any ideas?
