BV2000 - Access Point Name settings are not available for this user

I purchased Blackview BV2000 mobile phone.
I couldn't use the phone because the APNs parameters aren't changebale, the following message presents "Access Point Name settings are not available for this user".
Looking forward for your assistance to solve this problem.
