Seems right to me. 3500mAh / 3hr = 1166mA. The charger claims 2000mA, so it seems a bit slow, but if you factor in that the battery probably has more capacity than specs (mine measures at 4300mAh), the phone uses some current when idle (depends on your battery optimization, maybe 100mA), and you are...

Leave it at 20161011. It's the best ROM version. You can, easily, upgrade to android 7,so i don't think you were tricked or anything. It seems like the new ones have problems with the buttons capacitive buttons anyway, be glad you got an old one. For $200 you have a smartphone with very decent specs...

You could buy 3 BV6000 for the price of the CAT S60. Of course it's not as high quality and doesn't have great service. Try another BV6000, or an Ulefone Armor or save your pennies for the CAT S60.

The Android Pay problem was solved with an update. I think the best update was 20161011 you should be able to find it in the ROM sections of the forum. You can rollback to a previous version no problem. My apps didn't seem as responsive as they were so I rolled back to the preview (10-11?) which works very well for me.
