The time out could also avoid heating issues for the RF output amplifier.....  Could be a reason for this limit !
Remember that's a mobile phone with UHF transmission capability, not really a complete Tranceiver !!

I am not sure you may have VHF capabilities with BV 9500 pro
The walkie talkie section  is  designed for UHF frequency beetween 400-470 MHz  Analog or Digital modes.
No way to reach 156 MHz frequency.... !
