Another thing to consider is that Android 7 and 8 are both causing random reboots on all brands of phones. If Blackview have not patched the Android OS for awhile we may be missing stability fixes. From that thread link it appears CC Network have to actually register your IMEI numbers before your cards will work in the Blackview on their towers: The settings won't work unless you... I would make the point that if your J7 is giving you consistently usable signal at -110dB or -114 you are very lucky...most phones treat that as no bars...but you should try a few different signal check apps which can give you strength readings even if the phone is zeroed out...run them on the Black...

I have the same results with slot 2 as I do with slot 1. The sim from the Galaxy J7 installed in the BV8000 provides the same results - no service. It works well with the J7 and the sim from the BV8000 works well in the J7. If I take the BV8000 (with the original sim installed) about 1/2 mile away,...

Also download a signal detector app and screenshot the readings for 3G and 4G signal in each sim slot, then repeat the exercise on your Samsung. That way you can see how many dB loss (if any) is involved.
